As artificial intelligence (AI) systems continue their rapid advancement, a framework for contextualising the major transitional phases in the development of machine intellect becomes increasingly vital. This paper proposes a novel chronological classification scheme to characterise the key temporal stages in AI evolution. The Prenoëtic era, spanning all of history prior to the year 2020, is defined as the preliminary phase before substantive artificial intellect manifestations. The Protonoëtic period, which humanity has recently entered, denotes the initial emergence of advanced foundation (...) models exceeding human capacities within specialised domains. The forthcoming Mesonoëtic epoch is anticipated to commence with the advent of Artificial General Intelligence (AGI), potentially facilitated by quantum computing capabilities. Ultimately, the Kainonoëtic age is posited to begin upon the rise of superintelligent systems, likely catalysed by an AGI undergoing recursive self-improvement. This novel period taxonomy provides a structured conceptualisation for the key milestones in the evolution towards advanced artificial intellect. This classification framework offers significant value across various disciplines, researchers and stakeholders in the AI landscape, by providing a clearly defined chronological nomenclature. AI policy-makers and regulators will find it instrumental in crafting stage-appropriate policy and legal interventions. Scientists and academics will benefit from a standardised terminology in the approach to AI periodisation, facilitating unambiguous communication and collaborative research. The emergence of Thanabots —artificial intelligence systems designed to simulate deceased individuals—presents unprecedented challenges at the intersection of artificial intelligence, legal rights, and societal configuration. This short policy recommendations report examines the legal, social and psychological implications of these posthumous simulations and argues for their prohibition on ethical, sociological, and legal grounds.

The ongoing conflict in Ukraine constitutes a poignant reminder of the enduring relevance and potential devastation associated with nuclear weapons. For decades, the possibility of such catastrophic conflict has not seemed so imminent as in the current world affairs. -/- This contribution presents a comprehensive analysis of nuclear strategy for the 21st century. By examining the evolving geostrategic landscape the talk illuminates key concepts such as nuclear posture, credible deterrence, first & second strike capabilities, flexible response, EMP , variable yield, (...) counterforce & countervalue, limited war and escalation dominance, thereby providing a nuanced understanding of the delicate balance of power in the nuclear arena in modern conflicts. Furthermore, it concentrates on the era that started with the war in Ukraine, offering insights into how recent geopolitical developments influence nuclear doctrines. -/- Through conceivable real-world scenarios, we gain perspective on the multifaceted challenges posed by newer technologies and potential escalation dynamics involving global nuclear actors. -/- Such scenarios include: -/- 1. A non-weaponised or sub-critical test within Russia to intimidate opponents into understanding Russia’s resolve and capabilities. Prior norms have restricted testing since 2000, apart from North Korea. In case of a full surface test, Russia could detonate in uninhabited areas within its own vast territory with minimal fallout. While clarifying military strength, demonstrations risk hardening resistance without incentivising surrender. -/- 2. Coercive atomic threat to compel Ukraine or its supporters to make concessions. By leveraging the spectre of nuclear warfare, Russia could expect to achieve its objectives through intimidation and fear. However, the effectiveness of such a strategy is questionable, as it may provoke a strong international response and further galvanise support for Ukraine. -/- 3. Demonstration detonation over/under the Black Sea to signal resolve without targeting Ukraine itself; possibly amidst negotiations to gain diplomatic leverage, whilst limiting human casualties to zero or causing a mild, non-destructive tsunami. -/- 4. Ukraine could decide to launch a pre-emptive strike on Russian nuclear facilities or weapons, fearing an imminent attack. Such an action would have a high risk of failure and might even provoke a nuclear retaliation from Russia. It could also lead to a broader conflict, as neighbouring countries might feel compelled to intervene. -/- 5. Limited tactical strike against Ukrainian military or infrastructure to weaken capacity and morale. Russia’s 2000+ non-strategic arsenal could target positions using short-range missiles with 0.3 – 5 kiloton yields. Objectives like crippling Kharkiv defences might create no-go zones hindering advances. However, Ukraine might maintain drone and cyber offensive capabilities regardless. -/- 6. Electromagnetic Pulse attack designed to disable critical infrastructure in Ukraine and NATO countries without radioactive fallout. This aims to hinder the war effort and economy without provoking the same conventional military response as a blast. However, an EMP attack affecting NATO shall still be considered an act of war warranting retaliation. -/- 7. A weapon could be deployed accidentally or without proper authorisation. This could occur due to a technical malfunction, miscommunication, human error, or the actions of rogue elements. The consequences of such an event could be catastrophic, leading to a rapid escalation of the conflict and potentially triggering a global crisis. -/- 8. Sub-strategic offensive targeting NATO in the European theatre, so as to fracture allied resolve, against arms routes in Poland, Baltic stockpiles, British naval bases, American troop concentrations in Germany etc. Putin may perceive defeat or deposition as an existential threat, viewing such an option as self-preservation despite adverse consequences. -/- . O presente estudo investigou as relações entre qualidade de vida e presença de sintomas depressivos e ansiosos em profissionais da saúde que estão atuando com pacientes infectados pela COVID-19, em um hospital da região metropolitana de Porto Alegre. Setenta e um participantes (84,5% mulheres), com média de idade de 30 anos (± 6,7), responderam ao questionário sociodemográfico, ao Inventário de Depressão deBeck II, ao Inventário de Ansiedade de Beck e à Escala de Qualidade de Vida “WHOQOL-bref”. Dos profissionais amostrados, observou-se (...) escores significativamente maiores de depressão (64,8%) do que ansiedade (50,7%). Identificou-se que quanto maiores os escores de ansiedade e de depressão, menores os escores de qualidade de vida. Diante dos resultados, observou-se associações significativas em relação aos sintomas depressivos, aos sintomas ansiosos e à qualidade de vida. Concluiu-se que é de grande relevância abordar essa temática, visto que o prejuízo à saúde mental desses profissionais deve ser considerado, principalmente em tempos de pandemia. (shrink)

James Beattie was appointed professor of moral philosophy and logic at Marischal College, Aberdeen, Scotland at the age of twenty-five. Though more fond of poetry than philosophy, he became part of the Scottish 'Common Sense' school of philosophy that included Thomas Reid and George Campbell. In 1770 Beattie published the work for which he is best known, An Essay on Truth, an abrasive attack on 'modern scepticism' in general, and on David Hume in particular, subsequently and despite Beattie's attack, (...) Scotland's most famous philosopher. The Essay was a great success, earning its author an honorary degree from Oxford and an audience with George III. Samuel Johnson declared in 1772 that 'We all love Beattie'. Hume, on the other hand, described the Essay as 'a horrible large lie in octavo', and dismissed its author as a 'bigotted silly Fellow'. Although Beattie is no match for Hume as a philosopher, the success of the Essay suggests that, unlike Hume, Beattie voices the characteristic assumptions, and anxieties, of his age. The first part of this selection—the first ever made from Beattie's prose writings—includes several key chapters from the Essay on Truth, along with extracts from all of Beattie's other works on moral philosophy. The topics treated include memory, the existence of God, the nature of virtue, and slavery. The second part of the selection is devoted to Beattie's contributions to literary criticism and aesthetics. Beattie's studies of poetry, music, taste, and the sublime are vital to the understanding of the literary culture out of which developed the early Romanticism of Wordsworth and Coleridge. (shrink)

This is a big book, conceived on a grand scale. Sprigge does not fight shy of addressing the large central issues. He takes James and Bradley head on and expounds their philosophy without compromise and without assuming that the only way we can appreciate them is by making them more palatable to the modern mind by watering down what they wrote. While he relates their thought to modern philosophical concerns he does not presuppose that modern philosophical concerns as such (...) should act as the arbiter of what counts as philosophical good sense. In other words, we can learn from Bradley and James, whether or not they could also learn from us. (shrink)

This chapter first gives a rough outline of the reasoning behind the division of this collection of essays, one part focused on particular issues and the second on more universal ones. It then works out that reasoning in more detail through an examination of the historical development of the relationship between storytelling, as represented by myth and poetry, and history in the Western tradition from Hesiod through Hegel. The thesis is that Aristotle’s philosophical preference for poetry over history is overturned (...) in modernity, an overturning that culminates in Hegel in such a way that the pre-Aristotelian difficulties of determining the differences between stories and histories return. With that in mind, the introduction then summarizes and links the two parts of the collection and the essays collected. Finally, it defends the range of topics in and the multidisciplinary nature of the collection by thinking through the meaning of juxtaposition in relation to Aristotle’s differentiation of luck and chance, concluding with an attempt to show the connections between the topics covered made possible by their respective positions within the collection. The AI ethics of statistical fairness is an error, the approach should be abandoned, and the accumulated academic work deleted. The argument proceeds by identifying four recurring mistakes within statistical fairness. One conflates fairness with equality, which confines thinking to similars being treated similarly. The second and third errors derive from a perspectival ethical view which functions by negating others and their viewpoints. The final mistake constrains fairness to work within predefined social groups instead of allowing unconstrained fairness to subsequently (...) define group composition. From the nature of these misconceptions, the larger argument follows. Because the errors are integral to how statistical fairness works, attempting to resolve the difficulties only deepens them. Consequently, the errors cannot be corrected without undermining the larger project, and statistical fairness collapses from within. While the collapse ends a failure in ethics, it also provokes distinct possibilities for fairness, data, and algorithms. Quickly indicating some of these directions is a secondary aim of the paper, and one that aligns with what fairness has consistently meant and done since Aristotle. (shrink)

First, I defend several important insights about this from Maraguat’s book, True Purposes in Hegel’s Logic. Second, I argue that what follows from these insights is that there is an outstanding problem about Hegel’s account of teleology, not solved in this book, or other recent work on the topic; I conclude with reason to expect that a solution would have to involve (...) a radically idealist account of teleology. it is easy to think that he did. Clifford certainly had one. In a celebrated essay he argued for the thesis that “it is wrong always, everywhere and for anyone to believe anything upon insufficient evidence“; and his title was “The Ethics of Belief.” Clifford was not alone, for Huxley, also, was of that same opinion. For him, such belief was not just wrong: it was “the lowest depth of immorality.” With that opinion, and with those advocates of it, (...) class='Hi'>James was locked in a struggle throughout his life; and it is a reasonable suspicion that the opponent of one ethics of belief is himself an ethicist with a rival ethics of belief of his own. That suspicion, moreover, appears to be confirmed by James's best known essay. He himself came to the view that his The Will to Believe would have been better named The Right to Believe, and it is a commonplace that “right” is a word of the ethical vocabulary. This paper describes the unique values of, challenges within, and opportunities presented by embedded ELSI ethnography. Drawing from our six‐year embedded ELSI study of the WISDOM (Women Informed to Screen Depending on Measures of Risk) trial, we present three examples of the variable ways we engaged with the WISDOM trial's scientific team. WISDOM is a preference‐sensitive, pragmatic, randomized controlled trial of risk‐based breast cancer screening informed by genomics. Our embedded ELSI approach included multiple modes of engagement: (a) Trial investigators sought (...) bioethics expertise; for example, we were asked to consult on traditional bioethics topics such as consent as well as more complex questions about whether to implement a specific risk‐assessment approach on only one race‐defined group of trial participants. (b) As the ELSI investigators, we identified ethical concerns in issues that surfaced via ethnography and considered them in the Bioethics Working Group; for example, there were concerns about the implementation processes that the WISDOM team viewed as logistical challenges. (c) Our presence in WISDOM working group conversations and our expertise on classic social science topics, including race and gender, offered opportunities to engage on the spot with topics such as how to include transgender participants in a trial initially focused on “women's health”; through such engagement, the value of social science became clear to the trial investigators. The paper elaborates on the dynamic relationship between our ethnographic observations, the Bioethics Working Group discussions, and the contributions of each to our real‐time ELSI interventions in these examples. The methods and experiences we describe here suggest modes of engagement that, in combination, have the potential to expand the role of ELSI to offer real‐time intervention on issues related to equity, inclusion, and justice in genetic and genomic research.
